As I understand it, Trump does not have much of his own money invested in his properties. It's the banks who keep loaning him money ... and investors are buying his bonds for the double-digit return... knowing that the banks are reluctant to forclose (why would a bank want a casino?) ... so the banks keep refinancing and re-structuring oustanding loans to keep the casinos afloat.

The city asks The Donald why he doesn't invest more improvement money into his casinos ... and the Donald says "I have the only five-star property in town" ... plus you people keep asking me to reduce my debt load ... and now you want me to go futher into debt by making improvements!" Can't have it both ways!
