I thought so too. I sent about 30 chips that were already listed in TGT for ID. Some were right, some caused changes in TGT database.
I was and still would be happy to pay for the ID's. It is a small price to pay to get at the truth.

The last 12, I sent came back without copys of the cards. Only partial information was sent back.
I used to spend hours on the phone trying to find relatives of names listed on the cards. But can not do it without all the information.
