Since I have been getting slightly conflicting information, I called PayPal. I just got off the phone with them and they said: One must have a PayPal Account in order to use a credit card to make a purchase through PayPal.

This seems to greatly reduce the number of potential credit card transactions if both parties must have PayPal accounts.
