The eBay user conducting those auctions has been hocking large quantities of Foxwoods and Mohegan Sun chips for a while, I don't know if they've gotten any bites or if their are just relisting the same rack of chips over and over again. I would have to guess the latter otherwise Foxwoods and Mohegan Sun would be out of chips relatively quickly.
