I don't think the new regs (according to what I've read so far on this message board) have said that "no more LE's can be issued".
It's been said that no more LTD or chips with "1 of 1000" printed on them for example are to be manufactured and that they can no longer be sold at casino cages. I may be wrong, but if a casino wanted to put out a 4th of July commemorative chip with no reference to numbers made, or no reference to chip collecting, I've not read in any post so far where that would be prohibited.
We ought to wait until someone with specific knowledge reads the entire document and interprets what is being said. Everything else is pure speculation.
As for Atlantic City ... they have not sold LE chips from the cage in more than 20 years. It's only been recently that they have been permitted to do so, but so far only the Trump properties have chosen to do so to the best of my knowledge.... and even at the Trump properties ... they still bring out the chips to a gaming table on the initial day of issue for distribution.
