Digital camera images

Anyone have any suggestions for taking pics of chips with a digital camera? I know a scanner would be much better, but I don't have one. I'm not a good photographer at all, so I keep getting glare off the chip, blurry chips, and generally not a very good picture. Here are the main questions I have:
1) should I use a flash, or turn flash off?
2) should the room light be turned off or lamps left on?
3) is it better to stand further away from the chip and zoom in on it, or not use any zoom and just get closer to the chip?

This is the camera I'm using...great picture and powerful flash, but I just can't get it right with chips images: http://www.powershot.com/powershot2/s400/

As you can see, I'm not much of a photographer at all. Thanks for the help.

Easy solution.......
true, scanners convenient for chips,etc.
Just hold it under a lamp and rotate it

Use Macro - but buy a scanner is easier
