The following is part of a response I posted to a question about complaining to Gaming about LE chip issues and ditribution policies:
If in fact chips are regarded as gaming equipment then why do they even allow commemorative chips? I don't think the gaming board is that naive that they believe all these chips will stay in the casino's anymore than all house chips, tokens, roulettes or dice.
Your statement answers your question! I was not at the meeting in May with the GCB and this is only my personal opinion. But, if the complaints and the hassles continue in regards to commeratives, there may come a day when the “for gaming purposes only” edict is applied to the fullest extent and ALL Limited Edition chips and commeratives will cease. Because in the grand scheme of things, the revenue stream from these chips to the casinos is a fraction of a fraction of 1% of their bottom line. THAT will not be good for the Club or the hobby.
