Not exactly on the Strip, but you're probably thinking of the Westin Casuarina. It's about a block off Las Vegas Blvd on Flamingo. It's where the Maxim used to be. Opened a few months ago.

Supposed to be a nice hotel. The casino has nothing to offer except a free $10 to play when you join the slot club. Poor 21 rules; poor VP rules.
