I've seen this chip auctioned several times before. It seems to bring about $200+.
This auction does not appear right to me on several levels.
1 --- What strikes me as most strange is that the big ivory collectors don't bid on this auction. I know this from talking to some collectors who would normally pay $2K or more for a new find $200 chip.
2 --- Normally one could expect a large denomination piece to be larger then lower denomination chips. Many of the known hundreds run from 1 5/8" to 2". This chip is 1.5", the same size as the cheapest generic plain chip.
3 --- The carving is minimal. This is strange considering it's such a large denomination chip.
4 --- Previous auctions were in the "Chips" section. This auction is under "Amusement parks"
5 --- It's a private auction
To me it appears to be a colored rim, plain chip that someone had carved (or hot stamped), probably recently.
