A week or so ago on eBay I won the following auction, the Pioneer 12 Chip "History of Las Vegas" set:

When I received the chips this week, all of the chips were new, with matching serial numbers, except 1 chip, the 'First Land Auction forms City of Las Vegas' chip, which had a different serial number.
Being somewhat obsessive about such things, I contacted the seller, to see if perchance the chip had gotten mixed up with another set. The seller responded that he had owned 15 sets at one point, and that this chip's serial number had never matched, perhaps because it was issued at a different time.
Does anyone know the history of this set? It seems odd that they would issue an 11 chip set, and then add another at a later date. Also, it looks like another seller put up a set this week piecemeal, but whose numbers all matched (including the above chip). I have no reason to doubt the seller, but would appreciate any information or clarification.
Anyone out in the chip world that can (and wants to) help me sleep better tonight?
