The Illinois Gaming Board favored underbidder Isle of Capris in the fight for the 10th and last state gambling license as the latter promised more in return. In the meantime the State is said to be re-thinking it's proposed reduction of the absurd 70% tax to 50% in the true spirit of greed and Golden Goose killers.
