This chip was made by putting two elements of two different chips together to form what is known as a "Mule". A small crown chip was drilled and the metal inlay from a $20 Frontier chip was glued into the hole. I have no idea what the purpose was, just for fun I guess.

Sounds to me like he's stating right up front it's a fake.
