At the link in the first post it says:
"…State statutes establish pot limits for the card games with the maximum bet set at two dollars and a limit of three raises per round…"

If you can not bet more than $2 I'm not sure why you need a $5 chip. Perhaps to cash out when you win - so you don't have to carry so many chips to the cage.
