Well, I would think that the first issue $3 would be the one that has collectible value at the current time, since the others are still on the tables (actually, I don't know for sure that the old $3's are not available from the cage, but I highly doubt that they are).

Of course, I would say that all top-condition low-denomination chips would fetch a premium, as it's probably no longer possible to find on the tables.
