I am not sure of the rates these days or how the different services apply here but you could go with something like Return Receipt that would add a dollar or two, onto the postage. I seem to recall when I would send Certified Return Receipt it would be the postage + $1 for Certified then +$1 for Return Receipt. That could be about $2.75 (estimated) to send up to about 6 chips(?). Of course, you would need to consider if the added fee would be justified by the cost of the chip(s). In the case of return receipt, if I recall, you would have the signature and address of the person who received the parcel. I know if I was waiting for a chip and I got an envelope that looked as though it was damaged or had been opened I wouldn't sign the receipt unless I had confirmed that the contents were there and intact. In the least, I would note on the return card the condition of the package when I received it. That would establish the condition or status of the delivery.
My thought is that for common chips it might not be worth this and sellers would have to expect some losses as a cost of doing business. However when a chip is older, rarer or an antique or special collectable, than it might warrant, not only return receipt, but insurance and perhaps tracking via Priority or Express Mail. Or sending via FedX or UPS Overnight or 2nd Day.
