If you have a blanking die that stamps out clay with cutouts for 8 inserts, and the customer orders a small quantity (like baccarat $500 chips) with 6 inserts, it may be cheaper to have the Mexican workers stick back two white inserts than make a new tool with just space for 6 inserts. I've seen this done on a few other chips but don't recall seeing it with Vee inserts before.
