I think the Indiana laws are similar to those in Illinois. At the beginning it had to be on one of the rivers and the boats had to be able to cruise the river. In bad weather they allowed them to stay dockside but doors had to be closed at boarding times and they had to lift the entrance gangplank. Then I think they allowed people to leave at will but you could only enter at set boarding times. Then when the Rosemont proposal was originally made they allowed them, I think, to create a man made lake and build the casino there. Gambling could now be dockside and boats could stay moored and did not have to cruise. A few years ago Illinois did away with boarding times and you could come and go as you pleased. I was at Magestic Star and Trump that summer and they still had to close the doors and set sail on a cruise. Then shortly after the Illinois law changed Indiana responded in kind by eliminating the cruising requirement and boarding times. Now, you don't have to sail at all. You can PERMENENTLY moore the boat to the dock and passengers can come and go as they please. In fact, since the law changes, In Illinois, you don't even need to be a boat. Some of the casinos have rebuilt on permenently anchored barges. Now they are talking of allowing a casino at Lakehurst in Waukegan. I am not aware of any water up there and I don't recall any mention of them creating a water feature to build. So, it seems that the law, at least in Illinois, may have evolved to allow land based casinos. I don't know about Indiana but it could be that with the right proposal they may have changed something to allow land based or simply require that it be surrounded by water which is stupid if you don't have to lift the gang plank, sail or have limited boarding etc.
