I had occasion to converse with Frank Rosenthal, who seemed like a nice guy.
He was a gambler and maybe he had some connections to the Chicago Mafia, but in those days most every casino was owned by one mafia family or another.
Tony "the ant" got carried away in Vegas, culminating with his attempt at car bombing Frank, which resulted in him and his brother being beaten to death (or buried alive - the coroner couldn't decide) in an Indiana cornfield. That's my guess.

Howard Hughes got gaming licenses without ever appearing before the NGC (as it was know then) as is the rule. Juice!
Senator Laxalt won't even comment on his relationship with Hughes to this day, but it's common knowledge the Silver Slipper was nothing but a Hughes slush fund! The money came right out of the cage either directly, through bag men or via Bob Maheu.
It's all about juice and I guess Frank didn't have enough. The whole affair started to attract more attention than the owners wanted, so they wanted him to shut up and leave. Eventually the Supreme Court upheld his inclusion into the "black book" and he left Vegas.
Other "mobsters" ran or owned casinos, but knew the right people.
