Actually, in your example above, the minimum bid increment would probably have been something like $10 or $25 (I'm not exactly sure what it would be). I think if the sniper's final bid was just a few cents over your final bid, YOU would still win unless his final bid is over the next highest minimum bid increment. Isn't that correct? ebay explains it much better than I just did.
