Jason, I can assure you that the one piece (with the $ monetary unit sign) I added to your collection came from a bottle collector in the UK, who sent it to me after he read my article in a UK collector's magazine (mid-1990s). He, too, had no idea why there was a $ sign in the denomination.
I've also seen Huxley-type plastic (hot stamp) plaques from The Sportsman with the $ sign.
I have no idea what/where/when this material was used (perhaps for some special event run by the casino or an agent of the casino for Americans; on or off casino property ?).
