I think this is really a great idea, but I would urge you to proceed as per Archie Black's comments. The first thing you might consider doing is putting together a mailing list for the purpose of the open discussion of the program. Ultimately, this discussion should result in your set of policies and mechanisms for change should it become apparent that something isn't working. This RFD (request for discussion) process should be planned to last no less than a month – and it might need to go longer. In the long run, you will end up with a stronger program (of which you will be all the more proud) if you take the time to set it up right. Best of luck!
