Let me try to give you some insight.
Casino's are suppost to be putting out chips for use on their games, not for the collecting community.
We all know that's not the case of course, but gaming is turning down any chips that they feel are strickly for the collectors.
The Hardrock is cross collectable. Both casino chip collectors, and Hardrock collectors want the chips. When a band or special interest theme (ie cars etc) is issued, that adds a third group.
The Hardrock wants to make their chips something hard to get and sought after. They can issue a larger quanty then other casino's do and still sell out because many more people want them. They are under no obligation to make any more then the 500 that gaming requires. (The Rene' rule)
Collectors complain every time an issue comes out, and dealers bring extra people with them to get as many as they can. That's called business ie. supply and demand.
To answer your question, now that I've gone on and on. NO, the Hardrock is not obliged to make enought chips for all collectors to get what they need.
