I have seen these is several denominations and have always known them to be fantasy chips. I have twice sailed on the Carnival's "Celebration" and these chips were not there.

They appear to be Paulson retail store chips, to me. To my knowledge, all Carnival value chips have the Carnival reverse-C logo (that red, white and blue logo that appears as the letter "D").

I will consider John Long's answer to be the definitive one, and in this instance I would even accept Tommy Leggio's answer. But I am certain that these are fantasy chips.
