I spent some time researching this chip about a year ago. I had heard that "Topo the Mar" was slang for Top Of The Mark, a restaurant at the top of the Mark Hopkins Hotel in San Francisco. As I go completely nuts for any chip with any connection to S.F. my hopes were high. I concluded that the chip was probably used at the Topo the Mar which is indeed in Guam.
Attempts to contact and get a response from Jim Beam Co. were useless. (They make lousy booze too.) As the Topo the Mar doesn't have an email address that I could find I considered calling them and asking about the chip. (I also considered sleeping in the shed which is what would happen when Jen got THAT phone bill. )I did find out that MAR is Spanish for SEA. Incidentially, my orange chip has an apostrophe after the second O in TOPO... TOPO'.
I've only seen this chip in blue and orange.
