The Bennons did not have to shut it down. Most corporations file for bankruptcy in a situation like this, which would have allowed for restructuring of debts and continued operation. However Becky's contract with Jack would have required that she turn the Horseshoe over to him if she filed. So, she closed the joint and put the people out of work to protect what little she might be able to get out of it.
