Have you considered that there might be some extenuating circumstances that prevented the seller from shipping your item in a more timely fashion such as an illness or a death in the family??? Maybe he's a high volume seller that is "trying to make it happen" in his spare time away from work and could use about 3 more hours in a day.
While 2 weeks is a longer time than most of us are used to waiting for something that we've bought on eBay, I would say that it's not that much longer. So to that end, I would either leave no feedback or leave positive feedback.
I did have a chip take almost a month to reach me recently and I did leave neutral feedback for that transaction.
