Like a good accountant that I am, I can always find loopholes.
It seems easy to have different groups of attendants in local functions. What is to stop Chapters from having official "members" (people who join the CCGTCC) and "visitors" (those who don't join)? You can still solicit dues from the visitors and still give them a vote in proceedings. I don't think the CCGTCC rule governs who may participate in local functions, or who may vote on local issues. It seems to me we are arguing about a label on local members, not their right to join in on local functions.
