When we tried to amend the national club constitution in 2001, all of the proposals, for requiring that chapter CCGTCC members be national (international) club members, had a one year grace period.

The proposed constitutional amendment that was voted on in 2001 stated that newbies joining a chapter had till a year to join the national and that current chapter members who were not already national membrs also had a year after the passage of the amendment to join the national.

The vote was a disgrace for a number of reasons. For one thing, the very wording of the proposed amendment was "hidden' on the back of the ballot and was misworded! Yet it received about 59% of the vote, less than the required 66.6%.

I haven't looked at these pages in the last two years, but here are arguments I made in 2001 in support of the amendment -- that chapter members must eventually be natonal members:
