This is one of those things that most chapters probably wouldnt see the need for a rule until after they have a situation where one is needed.

The rule would have to be done delicately so that it encourages people to feel welcome, but not to abuse the privelege.

I think its a good idea to have a rule like that ahead of time. Once it's needed, it would be too ate to handle it and initiate the rule tactfully.
