My opinion is about the same as Bob Touts ... with the following controversial caveat.
It is the seller who is usually making money on the deal since he/she is the one selling chips at a profit. When one is in the practice of selling chips, some packages are bound to go astray. It is the cost of doing business.
Now I know that some posters are going to tell me that they are only collectors. I say B.S. ... when one is engaged in SELLING chips, they are now fall into a different classification ... more like a dealer. If one wants to be compensated for chip losses, then file your tax returns accordingly and deduct the loss... just like you should be reporting profits on chip sales.
