New to auctions but want to just make a logical assumption.

Why does the bidder have to be bidding $15.01?

If the increment is met, then the look at the original bidders max and the new bidders max, I would think that the person with the higher bid would win by 1¢.

He could have put in a bid of $16, but since all he needed to win was $15.01 then that is all the proxy server used.

Like I said, I am new to this. But I found this thread very interesting and wanted to add to it.
