Let me see if I can figure this one out. It does seem strange. If the bid increment was, say .50, and the bidding was at $14. Someone could bid $15.01 which would bump the bidding to $14.50. If you bid $15 then the preceeding $15.01 would become the high bid since that was placed earlier than your $15. That would be the only way that I can figure that such an odd bid becomes the high. Otherwise you would have to bid the minimum bid $15.50 or $15.51 if bidding off of $15.01, in order for a new bid to be accepted. The $15.01, in otherwords, has to have been a previous bid to yours???
