Mark, you've misunderstood something from the original post. I've already paid via PayPal, "under protest," and explicitly told the seller I expected to be refunded the difference between actual postage and the charged postage (minus a buck or two for actual handling). The invoice came back with the chips (which were in very nice condition) and a handwritten message which said he was sorry I was dissatisfied with the shipping charges but he could not make any exceptions - and refused to explain why. The conclusion I reached was that he was looking for some extra profit on the chips. eBay doesn't like that practice, because it avoids their percentage fees on the transaction.
