These look like the style of plaques used by many of the pre-legalisation gambling clubs and casinos. i have a couple of different sets which just have initials of the casino - for example I bought a very similar set which was from the Wildmore Casino, based in one room in a hotel in Stratford Upon Avon - I bought them from the niece of the lady who ran the hotel and got a lot of information about it from her.

Unless you find any details from the source, you may unfrtunately never find out where they came from, other than you can probably date them to pre-1967.
