A Jpeg is a single image file. An Mpeg file is a movie file (think thousands of Jpegs rolled into one).
Now what CAN be done is playing an Mpeg, pausing it, and then taking a screen shot of the image (ALT+PrintScreen) and then pasting the screen shot into your favorite paint program (CTRL+V), and then saving the resulting image as a .jpg file.
