I agree that this one auction doesn't set the value for the chip. But I think when a chip is purchased at auction on Ebay in an essentially "no reserve" auction it is one key piece of evidence which may be take with other pieces of evidence to figture a value. And I don't think there is any doubt that the whole category of brass core chips has taken a severe hit because of the scandal, including chips that were never counterfeited or repaired.
