The Indian Casinos don't benefit all the Indians on a particular reservation, you have to PROVE family ties, etc....even when the tribe actually knows who was in their tribe, they often make it difficult if not impossible. Not ALL Indians share the casino money, MOST still live in poverty. Take a drive around the area around the casinos sometimes, see for yourself.
I have spent quite a bit of time visiting the Southern Calif area, talking with many many people, and seeing the lifestyle of the majority.
It's sad what the Indians do to their own people.
I would absolutely agree to tax them the same as any other business. In fact, I would be in favor of the state opening up the competition to non Indians.
If CA is going to take revenue away from Vegas...WHY shouldn't the Indian Casinos have to pay the same tax???
