Huh??? In my mind (and practiced by ALL respectible chip brokers) the seller is 100% responsible until the chip shows up in the mailbox of the intended receipient. Despite the Postal System's occasional screw-ups, it is certainly not the fault of the buyer. Why should the buyer be punished?
I would urge collectors not to deal with ANYONE who adopts the above insane policy.
Al, replace the chip. That receipt means NOTHING. Replacing it is the only RIGHT thing to do. It's undoubtedly what your Uncle would have done and your integrity and standing in this hobby will suffer if you do not.
