With a manual Keno game, there may not be the right number of balls in the cage. With an electronic machine, the chip may not randomly select numbers for you. In Nevada, Gaming checks the game computer chips periodically. They find some dishonest chips from time to time, too, usually in small clubs and bars.
In Indian casinos you have to trust the tribal elders to provide you honest games. Each casino checks itself. There is no corporation with its reputation on the line. I don't play their games.
