Gene: The Quebec Lotteries now controls all gaming in Quebec, and run the 3 casinos that still exist there. Prior to them coming in, there was NO regulation and so the casinos could do with the chips as they saw fit. The gaming commission does now indeed force the destruction of all Government run casino chips, but the charity ones are still up in the air, meaning they can be disposed of on a case by case basis for whatever price can be negotiated. In one instance, prior to the days of the govt run casinos, a couple charity casinos set up at an annual fair, then left without paying their bills. The fair promoters kept the chips as collateral and then eventually sold them off to cover the recoup as much of the cost as they could, which is where I suspect this fellow got these from. As for value, I would think he is WAY Out in left field there.
