Best if Archie fill in the details about all that....I DO know he paid $4.69 to send ONE chip in a 5" X 7" bubble mailer, indicating to ME that he paid for adequate insurance.

The only "stamp" (other than the postmark) says "First Class"....no other markings.

Archie has the Insurance Number. I always thought they scanned the insurance form "barcode" and it somehow matched the barcode on the postage label. I'm getting a real education here

Archie emailed me last night and asked if I had to sign for it, so I assume there should have been some sort of signature required. My mail carrier put it in my mailbox along with several other bubble mailers.

Makes me really wonder WHY a trained mail Carrier wouldn't notice a bubble mailer that is almost completely tore in half....WHY wouldn't that draw his attention? Something smells here......

Anyhow.....Archie can best describe what happened on his end so we can all learn from this.
