IMHO part of the reason for issuing $10 and $20 LE's is the fact it is easier for the casino to keep track of them.
As Ross mentioned there are very few live $10 and $20 chips.
Since LE's are taxable by the State, one can more easily account for these denominations as opposed to going through tons of $5's and 25's
