As far as "innocent damage" goes..

The particular bubble mailer looked exactly like all the other 30+ that I received that week through the same postal system, with the exception of the unusually large amount of postage (Insurance included)...

The tear looked to me like someone grabbed the envelope from both sides and ripped it from top down...it wasn't straight at all and it included BOTH sides (something that would be unlikely in an accident.

Also, according to what I have been told by the head of my Post Office in the past, a bubble mailer of this size would have to be hand cancelled, eliminating the theory of an "accident".
