I agree with you that Postal Workers are not all bad......you will find a group as honest as any, and another group of crooks in the same building....people are people regardless of where they work.
I believe part of the Insurance process involves BOTH Post Offices, and I'm sure they have records of who handled what mail and when.....repetition will eventually find them out.
But what I have woken up to is the fact that any person can pay whatever is necessary for ANY chip and simply say they didn't receive it for a full refund.
Assuming dishonest people on both sides, what would prevent this?
As for the Post Office, they have a huge problem....it's cost/time prohititive to have each person sign for a package as they handle it, and that would take automation out of the picture, prices would skyrocket.
And at the same time, it seems impossible and unjust to make each mail carrier responsible for every piece of mail as well. I don't have the answers, but I've seen the "faults" of the system and will make adjustments.
