Was this an illegal or does anyone know if there was a casino with this name?

Any ideas on the origin of the cheatin dice?

I thought it would favor the player, after the come out roll, and the chances of hitting a hard 4 would be increased. Or does anyone think it would be an advantage to the casino? (I don't)
