The last time we had a PayPal thread I signed up. Then I sold an item in auction and the buyer paid through my PayPal account.

The money has been sitting there and now that I have won an auction I want to pay for it via PayPal.

However, PayPal won't let me! I have a spending limit of $00.00!!!!! It wants me to "verify". Do I have to? I don't want PayPal linked to a credit card or a checking account. What gives?

Can I not spend money sitting in my account?
