Below is part of the 1st page of the minutes from the 1st ever meeting of the NGCB.
The minutes list every person with 1% or more interest in all casinos to be licensed and gives reasons why licenses were denyed. I have the minutes of the 1st 5 years.
As you can see the 1st ever considered license was for the Sal Sagev. It was approved DBA The Golden Gate Las Vegas.
The minutes are available for all meetings through today at the NV State Historical Archives in Carson City. They will copy them for you at 10˘ per page.
Everything you ever wanted to know about NV gaming from 1955 on. Larry Holibaugh and I found these by accident when we were researching the arrowdie mold and the Reno Card Room chips, (the only known poker "only" licensed casino in NV.
This is the last paragraph of an article I wrote about our research.

Make that a Special thank you to NV State Historical Archives. The lady brought tears to my eyes when she said, No, We do not have any old phone books, but “We do have the minutes from all of the NV Gaming Control meetings since its inception in 1955.” Hollibaugh and I did a small high five and said, SHOW US THE RECORDS!"
