That used to be a common practice in Missouri. Here are the rate schedule cards from Harrah's and Sam's Town in Kansas City.

I remember when they used to come around and put stickers on your back if you were playing and let you stay for another session at no extra charge. If you weren't playing, say you were standing behind a friend watching, they would kick you off the boat. No kidding!
