Not faulting the seller at all here.
He has a decent starting bid. S & H is a bit to high for my liking. I won't get into that one again. Just stating my opinion.
So, yes, it is caveat emptor. The bidder obviously is uninformed about the actually value of the chip or he would not be bidding that high.
Then again, He may just want the chip.
