Golden Tulip is a hotel chain with lots of locations in europe... They used to have properties in the Caribbean including Aruba but think they are out of that area now. Most of their hotels seem to have casinos so you may have to get someone in that part of the world to check to see if your designs represent real chips.
I have never heard of transfer sheets as part of the manufacturing process for casino chips. If they work as you say, you should be able to make your own chip. Just get a blank Chipco [g]. Do you think they could just be the sheet of inlays before being cut and applied or inlaid into the chip material? I have had sheets like that in the past... the original Flamingo Hilton Rockettes chip, for instance. But that was a Paul-son design so the process is definitely different.
